Prince George’s County does not require a permit to replace roof shingles when no structural work is involved. Replacing roof sheathing does require a building permit with plans. Several incorporated municipalities — Bowie, Laurel, Hyattsville, Greenbelt and others — permit separately for homes inside their limits.
